The Spring meeting of MoRAST was held at the Lied Lodge and Conference Center in Nebraska City, NE.  The final agenda and several PowerPoint Presentations related to Missouri River Basin water management, the Pick-Sloan Program, the Missouri River Authorized Purposes Study and other topics, along with documents related to the presentation regarding the proposed mainstem reservoir surplus water and storage contract issue can be found below.

Meeting summary: The meeting included good participation by representatives of the States and Tribes as well as several Federal agencies.  During the business session on March 8, officer vacancies were filled.  Todd Sando, State Engineer for the North Dakota Water Commission, was elected Chair of MoRAST.  Jeff Vonk, Secretary of the South Dakota Game, Fish and Parks Department was elected as Vice-Chair.  After conducting interviews on March 7, the Board decided to offer a contract for the position of Executive Director to Mike Hayden, effective July 1, 2011.  He will succeed David Pope, who had previously announced that he will step down from the position at that time.  They will work together prior to that time to achieve a smooth transition.

Federal officials that spoke or participated in discussions included Karl Brooks, Administrator, Environmental Protection Agency, Region 7; Erik Blechinger, Special Assistant – Missouri River Basin Programs and Jody Farhat, Chief of Missouri River Water Management, Northwestern Division, Col. Anthony Hofmann, Commander, Kansas City District, Robert Ruch, Commander Omaha District and Mark Harberg, MRAPS Co-Project Manager, all from the US Army Corps of Engineers; Gary Campbell, Deputy Regional Director, and Roger Otstot, Economist, US Bureau of Reclamation Great Plains Region; Henry Maddux, Geographic Supervisor, US Fish and Wildlife Service, Mountain-Prairie Region; Nick Stas, Environmental Manager, Upper Great Plains Region, Western Area Power Administration; and Michael E. Slifer, Director USGS Missouri Water Science Center.  Michelle Klose of the North Dakota Water Commission made a presentation on the Mainstem Reservoir surplus water and storage contract issue.
